Location research

I know next to nothing about skyrim, so I peeked about and found a map on the wiki:
It appears there's a commercial area in a low area, followed by a raised residential area, then a very small area on a high elevation outcropping with a church or something on it.
After reviewing terrain, i think this is the best spot for it. Districts are outlined.
Coordinates: -6500, -1500
